The challenge

The expansion required the safe and timely delivery of 75 plant components discharged from barge at Winona, MN and transported roughly 180 miles to the construction site in Fairmont, MN. Total weight was 1,939,359 lb, with the largest unit at 70,000 lb.

The project ran through COVID-19 driver and equipment shortages, DOT route surveys that were canceled mid-project, and lightning and high winds that interrupted barge discharge and crane operations.

Equipment and certified operators sourced for barge discharge at Winona Terminal and for offloads at the construction site.

Specialized trucking

75 transport units dispatched: 33 standard flatbeds, 19 double drops, 17 extendable double drops, 5 six-axle step deck extendables and 1 RGN extendable, each matched to the component's dimensions and weight.

Permits and escorts

Oversize approvals coordinated with DOT and state police. When DOT canceled approved routes mid-project, surveyors were deployed the same day and alternate routes secured.

Weather disruption

Standby costs negotiated with drivers and crane operators during storms to keep the project on budget.
